Response to our letter re IIF

We’ve received the following response from the NHS England GP Incentives Team to our letter.

This amazing result is because of our hard work – supported by all of you we can really make a difference.

Paying £50 to be an associate member means that you give us some space, time and resources to champion the work of Managers in Practice and stand up for inequalities and difficulties that we all have.

Thank you for believing in us.

Dear IGPM members

Thank you for letter dated 9th May regarding the IIF indicator ACC-08. Since receiving your letter, we have been reviewing your concerns and exploring options to address them.

As you know, this indicator was intended to be measured using GP Appointments Data (GPAD), aligned with the eight appointment categories described in the indicator specification.

We acknowledge and appreciate that due to many of the issues you highlight in your letter, GPAD will not be able to serve as a robust source of achievement data for 2023/24 and that the usual route to correcting data locally through the declaration process is likely to require a disproportionate amount of local effort this year, given the unique difficulties in being able to access alternative local appointment data.

For this reason, in 2023/24, all PCNs will be considered to have earned 100% of the points available for this indicator.

In order to ensure fair and proportionate payment across PCNs, the prevalence adjustment will be replaced with an adjustment based on PCN Adjusted Population (PAP) as at 31 March 2024. It would not be appropriate to apply the usual prevalence adjustment for ACC-08 as this would also rely on the GPAD data with which concerns have been raised.

So that accurate and timely payments for the remaining Investment and Impact Fund (IIF) indicators are able to be made, ACC-08 will not form part of the 2023/24 CQRS achievement calculation and will not be subject to declaration. Commissioners will instead be provided with a Ready Reckoner to support the calculation of payment amounts, which will require submission by the commissioners via the PCN Contract Variation process. NHS England are currently developing this Ready Reckoner and will be communicating all relevant details to commissioners as soon as possible.

Any wider timetables are not affected by this change. CQRS calculations are planned to run on 21st June and commissioners will receive the relevant guidance on the process directly from CQRS in due course.

With thanks for your patience whilst awaiting a response.

Kind regards

NHS England GP Incentives Team
